Recursive subspace bisection algorithm. Improved polar decomposition algorithm.

The current state of the reference for recursive subspace bisection is "F. Gygi and I. Duchemin, Efficient Computation of Hartree-Fock exchange using Recursive Subspace Bisection, to be submitted"
